Preheat oven to 375 degrees.
Soak 12 skewers in water.
Place pineapple juice, water and rice in microwave safe bowl. Place in microwave and cook on high for about 13 minutes, or until rice is cooked completely and all liquid is absorbed. Stir cilantro and green onions into rice.
In a saucepan, combine brown sugar, soy sauce, chicken stock, pineapple juice and cornstarch. Whisk to combine. Bring to a boil on cooktop and cook until thickened.
Place ham, pineapple, red pepper, green pepper and red onion on skewers. Repeat pattern on skewers until all skewers are used. Place parchment on two baking sheets. Use a pastry brush to brush half of glaze on skewers. Place in oven and bake 20 minutes.
Spoon rice on six plates. Place two skewers on each plate and drizzle with remaining glaze. Garnish with green onions.
